Texas Legislative Session Recap


At the “C” Club, we’re on a mission to build a stronger, more prosperous Houston through fiscal responsibility, principled leadership, and effective governance. We do this by identifying and supporting quality candidates who share our values and possess the tenacity to fight for them in elected office. As the 2025–2026 political cycle begins to ramp up, we will be sending out a monthly newsletter updating readers on our activity and developments critical to our mission.

The Texas Legislative Session has officially wrapped up. There was a lot that happened over the past five months and we wanted to give you an update on some of the most important pieces of legislation that made it across the finish line.



Rule of Law

The government’s primary responsibility is to uphold the rule of law and keep citizens safe. From the border to bail reform, a series of bills were passed to make Texas a safer place to call home:

  • $3.5 billion was appropriated to enhance border security
  • All Texas counties with jails are now required to assist Immigrations and Customs Enforcement
  • Additional powers were given to the Office of the Attorney General of Texas to prosecute human trafficking
  • Important measures were taken to crack down on oil theft in the Permian Basin
  • Governor Abbott signed, on a visit to Houston, the strongest bail reform package in Texas history in order to stop soft-on-crime judges from releasing violent criminals onto our streets


Education

The Texas Miracle has meant jobs and economic opportunity for millions and secured the Lone Star State’s position as the top place in the country to raise a family and do business. In order to build upon those gains, Texas must have the nation’s strongest education system as well. Here’s what the Legislature did to help our students thrive:

  • Made Texas a proud home to school choice vouchers so every Texas child has access to the best education options available, regardless of which zip code they were born in
  • Provided billions of dollars in new funding for public schools, as well as pay raises for public school teachers
  • Increased career training opportunities to help students obtain new and marketable skills
  • Codified a Parents Bill of Rights into law so parents know exactly what is happening in their child’s classroom


Economic Development

In the last twelve months, more jobs were created in Texas than in any other state. The following initiatives will help ensure our best days are still ahead:

  • $20 billion was appropriated for water infrastructure improvements
  • $5 billion was appropriated to generate more power for the electric grid
  • The Texas Cyber Command was created to defend against attacks on our grid and other vital economic infrastructure
  • Taxes were lowered on small businesses
  • Billions were allocated to providing additional property tax relief
  • The homestead exemption was increased
  • Foreign adversaries were banned from buying Texas land
